Hope for All Shield
Report a safety concern in a shelter
Anyone can report what they experienced or saw — with or without an account. Your report goes to people responsible for safeguarding, and you can check its status later.
In immediate danger? Call 911 where available.
Reports submitted in Hope for All Care do not dispatch emergency help and may not be read right away.
Three ways to report
Anonymous report
No account or name needed. You get a reference and a secret code to check the status later.
Confidential identified report
Linked to your account so reviewers can follow up with you. Your identity is only visible to authorized safeguarding reviewers.
Witness report
You saw something happen to someone else. You can stay anonymous.
A confidential report needs you to sign in. Anonymous and witness reports do not.
What happens when you report
Step 1: You describe what happened
Choose a category, describe it in your own words, and add an approximate date, place or shelter if you want to.Step 2: You get a reference and a follow-up code
Save both. The follow-up code is shown only once. Together they let you check the status of your report without an account.Step 3: Reviewers respond
Authorized safeguarding reviewers look at the report and update its status. You may see short public notes about progress.
Please read: what Shield can and cannot do
Shield does not dispatch help
Reports are not monitored around the clock and do not alert police, paramedics or shelter staff on duty. If you or someone else is in immediate danger, call 911 where available.
Anonymity has limits
We do not ask for your name on an anonymous report. But details you write — times, places, what was said — can sometimes identify you to people who know the situation. Include only what you are comfortable with.
Photos can identify people
If you add a photo, hidden location data (like GPS) is removed when it is uploaded. Faces, tattoos, rooms or signs in the photo can still identify you or others. You will see this warning again before choosing a file.
Reports about staff are reviewed independently
If a report involves shelter staff, it is routed to an independent safeguarding reviewer instead of that shelter’s own team.
After you report
- Check the status any time with your reference and follow-up code.
- If you lose the follow-up code, we cannot recover it — this protects your anonymity.
- Shelters set their own monitoring hours. Each shelter page shows when reports are monitored, where the shelter has shared it.
- Your shelter bed, meals or services should never depend on whether you make a report.
